European Newspaper Publishers Association (ENPA)

The European Newspaper Publishers' Association (ENPA) is the main advocate of the European newspaper publishing industry with members from 27 European countries. ENPA represents the interests of the European publishers at different international organisations and institutions.

ENPA represents over 5,200 national, regional and local newspaper titles. These daily, weekly and Sunday titles are published in 23 European Union Member States as well as in Norway and Switzerland. Every day more than 140 million newspapers are sold and read by over 280 million Europeans. There are millions of unique daily visits to the websites of online newspapers.

ENPA receives all of its financial resources from its member associations, i.e. national newspaper publishers’ associations. These associations are funded by the newspapers which are members of the associations. ENPA does not receive any contributions to finance its operations from any other sources. Newspaper publishing is the most important sub-sector within the different publishing sectors: newspapers represents 36.8% compared to the share of journals and periodicals (31.9%), books (24.6%) and other publications (3.3%).

The ENPA Secretariat communicates its issues in its regular bulletin, the Monthly Review, as well as regularly updating its website. 


ENPA Mission

Being the main the advocate of European newspaper publishers, ENPA has several objectives:

  • to enable European newspaper publishers to speak with one voice towards the European institutions and influence policy in publishers’ common interests
    to represent and defend the interests of the press as far as any legislative or policy issue that might have an influence on the freedom or the economic role of newspapers in Europe
  • to preserve and promote fundamental rights and in particular press freedom as a cornerstone of democracy, as well as commercial freedom as the precondition for economic viability
  • to act as an early warning system for pending legislation or regulation, primarily from the European Union and Council of Europe, for the newspaper publishing industry
  • to provide services to members and their publishers, which are closely aligned to its lobbying mandate such as the transmission of information on the current state of legislative initiatives and its likely impact to favour pluralism and diversity of media content.
